The buttons do seem to function as you mentioned. I tried much the same button sequence the other day to do that "998" remote hack to get the device buttons to turn on and off directly.Lights flashed in a similar manner, but the commands never changed. Still getting used to having to do a four-button sequence to turn on the cable and TV.
Also realized that there was the plastic film over the faceplate on close examination of the box. Pulled that off last night. Didn't really notice a difference.
Sure would love a better designed remote. TV watching is not my current profession. ; -)

You don't need to do a four button sequence to turn the TV on and off. You need to program the SYSTEM button or in the case of your remote, the POWER BUTTON to turn everything on/off with one button press.

When Set Up is complete you should be able to use the Power Button to control the on/off functionality of the TV.
Update Note-Actually, this is not the remote that I have, but the Auto Set up Power Button needs to be programmed to control all your devices with one button press. If not, it will only turn off the box.
Tips for everyone:
1.) If your Remote has a SYSTEM button, your devices must be programed to store the correct code to turn all devices on and off using that button. In this case, the POWER button controls the on/off functionality of each programmed device individually. Only the cable box is initially programed to turn on and off.
2.) If your remote DOES NOT HAVE A SYSTEM button, as is the case of this thread's creator's remote, the POWER button IS the SYSTEM button that must be programed to turn off all devices with one button press.
