Commercials are generally intentially targeted a certain viewers. How do we get this type of advertising get paired with a animated movie? BTW, the next commercial break had the same trailer. Thanks for scaring the hell out of my kids.

What was the station? Was it Disney Channel or Disney Channel on Demand, or Disney Movies on Demand? You would need to reach out to the main station who is responsible for their On Demand Content, including commercials. I would contact them through Facebook, Twitter, or a direct "Contact Us" like at their website.
Spectrum, like any other TV provider, would have no control over the On Demand commercials. This is the responsibility of the station broadcasters. I share your concern, and would definitely contact them.
