First thing to do is contact Spectrum for a signal and drop line test. New or swapped boxes will never solve signal issues. You need to set up a call for a signal and drop line test. Than, avoid rebooting any boxes, modems, or routers for six hours prior to your service call. Reboots of equipment will reset the error codes back to zero and the tech needs to see those error codes. The bad levels may be from a corroded line drop, your tap, or some other outside or inside wiring.
If your signal levels are the problem and the tech replaces the box, the issue will simply return hours to a day or so later.
If you have done the six hour wait, and the lines and tap are good, than the box needs to be swapped. But stuttering and pixilation is almost always a signal and drop line problem.
