On our home phone, Nomorobo blocks the "V" calls. Since you stated that you already have Nomorobo activated on your line, I would recommend going to Twitter and logging in to your account. Or get a Twitter account if you don't already have one. Follow Nomorobo's page here on Twitter:

Send them a Direct Message mentioning that you have Nomorrobo on the line activated, that you have Spectrum Cable, But the V Calls are still going through. They can also help to make sure that Nomorobo is activated properly on your line. Give your state, city, zip code, and phone number in your Direct Message to Nomorobo. They will open up a support ticket.
