Issue Update!
Since this has happend multiple times in your node, and the FCC is putting out Amber Alert SIgnals causing the problems. I would contact the FCC with a complaint that their Amber Alerts are not going away and the messages and information loops constantly on your cable box. You will need to go here to file a complaint and tell your story:

They will need from you the following:
- Your address
- Your Cable Company (Spectrum)
- The information that FCC Amber alters and I assume Weather information are looping on your box endlessly.
Best guess is that there is some data in your node that is not going out properly. Also if you can, let them know what steps you have to take to resolve the issue, or how long it takes to resolve the issue on its own? The FCC will contact Spectrum to see what is going on with EAS messages in your node. It's not your box. Something in your node is causing these problems.
How long has this problem been happening? Report the answer to this question to the FCC as well.
