I don't think you can remove the second TV  Whole House DVR requires at least two TV's.  I see your problem though.  You want more than two tuners to be able to record multiple shows at once.  What DVR do you have now?  Charter has said that they currently do not  offer Whole Home Installs, but it looks like they will honor and support exisiting Whole Home installations.  This is what I found online:

 

Now, I don't know if that applies to TWC at this time or what.  TWC is still offering Whole House DVR.  I would submit your questions to  regarding the Whole House DVR and TV situation.  If you got a clunky TV at a yard sale, why would you not want to keep it, especially since you will already have it?

 

The other option I would suggest would be at the Direct Forum link above to ask the rep about a second DVR box if you don't want or can't do Whole House DVR because of one TV.  But say to the rep, "I really can't afford the full rental of a second DVR, and don't want to  buy a second TV for Whole House DVR."  Ask if you could work out a 1 year deal on a second DVR?  Just ideas I am tossing out here.
