Historically,
Cable remotes have always been hit or miss, mostly miss, with third party hardware. Program your Spectrum remote to control your TV and turn your cable box on/off and adjust mute and volume that's it . Use your Devon Receiver to control that hardware, but keep the Spectrum remote as a back up device.
All I can say is, try running the set-up codes for Devon receiver here. Maybe put some new fresh batteries in the remote. Do all the codes listed. Here are the codes for that remote:
