What is the make and model of your box? The SA and Motorola boxes are very dated and have the slowness issues that you describe. First, try a cold reboot of the box. (Unplug for about a minute, plug it back in and test the above issues.)
If the issue persists or comes back, get a tech out to check your signals and drop line. You may need to swap out the box regardless. Try to get an Arris, Cisco, or Samsung model and request this on the work order when you contact TWC-Spectrum for services. These boxes are much faster than the SA's or Motorola boxes, have more storage, and more modern features. I recommend a tech visit. Give your account information in a PM to
