I would reboot the box, and than a few minutes after that, check On Demand.  If it's still not working, call Spectrum and have them check your account to see that On Demand is authorized for your box?  Ask if the codes for On Demand authorization are on your account?  If they are, and you still don't have On Demand, they may need to send out a tech.  (Unless this is a system wide problem with On Demand in your area.)
