You can't do anything with that warning. It is used for Amber Alerts and bad weather. This is an FCC mandate. However, your sound should be returning no later than thirty seconds after the ribbon is gone. Even less than that. If no sound comes back after the warning is gone, wait for a few minutes, than reboot your box.
I would contact Spectrum about why there is such a noted delay with the sound coming back after the warning is gone. What is your zip code in Charleston, South Carolina?
