The time for airing programs are soley the responsibilities of the station owners and network affiliates. TV vendors, whether they are cable, dish, U-Verse, or online service providers are only responsible for delivering the signals from the head-ends to the equipment. They assist with equipment and signal maintenance, having absolutely nothing to do with programing content or timing.
The host stations do all the programing and scheduling. Gracenote provides the program listings to many printed and electronic media providers. Spectrum has no control over programing or start and end times.
