The modem reports that there is a problem with your home telephone instrument and/or its wiring.  That aligns with your comment that you don't hear a dial tone and can't answer an incoming call when the ID appears on your TV.

1]  Verify that your phone wiring is plugged into line jack #1 on the modem.

2]  Be sure the phone wiring has not been chewed by a pet, crushed by furniture, pinched in a doorway, pulled out of the plastic modular plug, or otherwise damaged.

3]  If you have a hands-free headset on your phone, be sure the handset/headset switch is in the proper position.  BTDT!

4]  If you have a multi-purpose printer, scanner, & fax machine, it may have to plug into Line 2 instead of 1.  Be sure the unit power supply is plugged in at all times.  BTDT 2!

Additionally, reboot the modem,

That solves many problems.  Disconnect the modem for about one minute by unplugging it.  Than, plug it back in and wait at least five minutes for all of the lights to come back on the modem.  Than, see if you get a dial tone.

If the problem returns, or the above does not solve the issue, we need to schedule a signal and drop line test, in which you would avoid rebooting any equipment for six hours before your service appointment.  The tech than visits and takes a reading of your modem signals and if needed checks the wiring inside and outside the home.  A returning issue like this often requires replacing the drop line, something further down the tap, or sometimes the modem itself.
