Assuming that you have DVR service, pause and rewind should always be available.  Traditionally, from what I remember on non-DVR boxes, that only works for On Demand channels.  But it has been  ten years since I've had a non-DVR box. First, make sure that the CBL (Cable button) lights up on the remote when Pause and Rewind are pressed.  If it doesn't, put new fresh batteries in the remote.

 

I wonder if the buffer is not holding the live TV content?  Let's try this, watch any Live TV that is NOT on Demand Content for about five to ten minutes.  Press the INFO button on your remote.  You should see the Information bar, and the past content should be filled up with blue.  You should be able to rewind to the left to go back to the blue content, any part of the blue content in the bar.  Try that.

 

If you press the INFO button and there is no bar, or there is no blue content in the bar, power off your cable box, unplug it for a minute or so, plug it back in and reboot.

 

Now, watch a show to test this again.  Give the box five minutes to buffer the data and to show the blueness in the Info bar.  Now try rewinding.

 

If this works, and the problem does not come back, the reboot fixed the issue.  If the problem comes, back, or you see no blueness in the Info bar after watching a show for five minutes or so, and did the reboot, we might have to get a tech out with the information said to the support agent that "The box is not buffering live TV in rewind or pause situations."
