My experience is that your device needs at least 8 GB of RAM to be able to avoid jttery playback.  On my little $300 budget Windows 8.1 PC.  (Purchased late in 2014) It's not even watchable. There is constant video lag, like watching still shots.  Audio is good.  Updating the graphics drivers on that PC makes no difference.  It's cheap hardware.

 

In contrast on my Windows 10 PC with 8GB's of RAM it is very fast with Spectrum TV.  (Purchased in late 2015) I think that you need a solid amount of RAM and a fast graphics card to be able to enjoy Spectrum TV.  That site needs more RAM than say watching You Tube videos.  On my cheap Windows 8.1 PC , I have no other problems watching other video content, such as You Tube videos.
