For the longest time, Rokus had only 256mb of memory in the lower end models and only 512mb on the high end. Only the most recent high end models finally took them to a higher level, but those still only have 1GB.
Because of the resource limits, they have been kinda finicky on how streams are presented to them. Encoding/encapsulation schemes and chunk size and such have to be kept in check for them to function optimally. Other platforms are far more flexible, but in the interest of managing costs some content providers won't offer a lot of variety in how that content is presented. Basically, the least robust platform has a tendency to dramatically influence what gets offered. Which begs the question... how much diversity exists in how the streams are presented, and just what resources are needed for optimal performance on each given platform.
For example... If the same 720/1080p encoding is used from Roku on up through phones and PC, just how demanding are they? Do they need a LOT of buffering memory in order to offset unstable networking? If so, can/should that be revamped to make them more tolerant on both fronts? If they were to go down this path, would it also help to stabilize issues on the more robust platforms as well?
There are some indictations that memory constraints might be at least a partial factor. Granted, it could be anecdotal... but if it hasn't already been flushed out in development, it might be something for them to consider.

It sounds like my $300 laptop has the same fate or similar as Roku with regards to Spectrum TV and the lack of quality streams. Lower priced and lower-quality hardware can't handle the capabilities of the minimum requirements for what the Spectrum TV site needs to run efficiently.
Now, I am going to turn this around with some questions. What does Spectrum need to do to Spectrum TV.com to allow for quality streaming across all devices so that if the Internet is strong, the audio and video should stream well for everyone?How do they need to update Spectrum TV to make this happen? I think a move to HTML5 over Flash Player would help. Any other things?
In the meantime, I would suggest Spectrum management test the Spectrum TV website and application and come up with a RECOMMEND (NOT MINIIMUM) memory and hardware resource list to be posted at the Spectrum TV site at the log in page, so that customers know it's not Spectrum being lazy with the site not working, but that there are very important RAM memory and processor requirements needed on your device to watch Spectrum TV without issues. And if you don't have those prerequisites for your hardware, that streaming experiance is not going to work well for you.
