You have a TV set-top box (model #) connected to a TV set (make & model #).  You're located in Twinsburg, OH and watching MSNBC in SD on channel 49 or 354, or in HD on 1354.  Your video stutters occasionally.  You've checked all the coax connectors that you can find and they are "bright and tight."  Your question is whether the technical problem is between MSNBC and Spectrum or between Spectrum and your home.  Now do we have it correct?  

 

If all three cable channels stutter at exactly the same time it's probably the feed from MSNBC.  If the different video feeds act up independently, it's more likely a signal/noise problem in the cable system affecting your set-top box.  If you also have Spectrum's cable internet service do you have problems there at the same time that the MSNBC channel programming breaks up?  

 

Regardless of your findings, you need to call Spectrum and ask for a tech to come out and run a Signal Level & Drop Quality test.  Tell them your complaint about MSNBC stuttering, including the specific channel numbers and the times of day that you usually see the problem.  Do NOT reset your Spectrum internet modem for at least 12 hours before your service tech visit.  


For the signal and drop line test,

 

Don't reset the box or router either.  That puts the error codes back to zero.  I think a six hour duration of non-resets is sufficient.  At least for the feedback that I have researched on this topic.  I suspect a signal, wiring, or drop line issue as well.
