Are you getting the message,

 

"We are experiencing unusually high call volume, and recommend that you call back at a later time, or you can have us call you back when a rep is available?" (Or something similar to that?)  I have never, eve,r had a three hour wait, nor would I wait that long.  Usually, the call goes through with no more than a five minute wait time.  Honestly, the most I have ever waited is about twenty minutes.

 

With a wait that long, I would try other options.  Voicemail is supposed to activate when there is a major outage.  What are you trying to do with this call?  Try sending a PM to  and indicate your account number and phone number.  Someone will get back to you.  If you don't yet have a TWC account, give your phone number in the PM and explain the reason contacting TWC in the subject of your message.  Please comment about the issues with the long wait time.  I wonder if there is a service outage in your division.  In what city and state are you located?
