You should not be charged anything for them to repair/ replace the outside plant which includes the pole taps and amplifiers along the street. It sounds like you need to call them back and get this escallated to the bucket truck crew.
With a tuning adapter, you need to use it's internal 2 way splitter and feed thru to the Tivo. Using a seperate 2 way to feed the 2 devices is totally incorrect

Recommendations for all with this issue:
- Dump your splitters. They can reduce signal strength by up to 90% causing all the issues described above.
- Male sure your cable connections are secure.
- Use good quality HDMI cable. A direct connection via this route will give you the best results.
- Most importantly, call TWC-Spectrum or contact them via PM with some account information through
requesting a signal and drop line test. A new or swapped box will not solve bad signals. An upgraded drop-line and quality inside cable will most often solve the issues above.
