That was a special provision passed by the New York City council before the merger went through. Than, Spectrum halted the TWC MAXX upgrades and established their own speed boost. The three variables involved:
1.) You had to convert to a Spectrum billing plan to get the faster speeds.
2.) You had to be in a division that was ready for faster speeds.
3.) You had to have a Doc Sis 3.0 or higher modem to get the faster speeds.
